Uneasy New Orleans braces for near-hurricane Isaac

New Orleans braced for another big storm Tuesday, seven years to the day after Hurricane Katrina flooded the fabled jazz city and killed 1,800 across the US Gulf Coast.

The US National Hurricane Center said in its 1200 GMT advisory that Tropical Storm Isaac was on the verge of becoming a hurricane, warning of a "significant storm surge and freshwater flood threat to the northern Gulf Coast."

The Miami-based NHC predicted the center of the massive storm would be over the Louisiana coast by late Tuesday or early Wednesday, saying "preparations to protect life and property should be rushed to completion."

President Barack Obama, no doubt mindful of the bungled handling of Katrina by his predecessor George W. Bush, on Monday declared a state of emergency in Louisiana, allowing federal funds and aid to flow to local authorities.

The president was to make a public statement at 10:00 am (1400 GMT) after convening a briefing with emergency management officials, hours before Isaac was expected to become a Category One hurricane.

Katrina left behind a devastating sprawl of destruction and death when it hit New Orleans on August 29, 2005, and a bungled response by the Bush administration was a black mark on his second term in office.

Thousands of people were left stranded on the roofs of their houses for days after Katrina's powerful storm surge smashed levees long-warned to be inadequate, flooding 80 percent of the low-lying city.

Those who managed to make it to dry land faced deadly violence and looting as a city famed for music, an easygoing atmosphere and Creole cuisine descended into chaos and officials failed to even provide water and food -- let alone security and medical aid -- to those suffering in the sweltering heat.

Officials insisted that the billions of dollars spent to reinforce the city's storm levees and pumps will protect the Big Easy from inundation, and Isaac is nowhere near Katrina's strength.

But Isaac will still pack powerful winds expected to knock out power lines and churn up a massive surge of sea water as much as 12 feet (3.7 meters) deep that will roll up across the Gulf Coast.

Mandatory evacuations have been ordered in a number of coastal counties in Louisiana and Alabama, where people typically build their homes on stilts.

The slow-moving and massive storm -- which is about 410 miles (670 kilometers) wide -- could dump as much as 20 inches (51 centimeters) of rain and spawn tornadoes, the NHC warned.

In New Orleans, the normally bustling French Quarter was eerily quiet late Monday as the first rain drops fell and winds picked up.

Bored bouncers peered out of empty bars and strip clubs along Bourbon Street as the few die-hard tourists staggered down the cobblestones. Many restaurants had closed, and some hotels told guests to check out by midday Tuesday.

Louisiana Governor Bobby Jindal, who has recommended voluntary evacuations, urged people to prepare for the worst.

"If you are in low-lying areas and are thinking about evacuating, today is the day to do that," he said Monday.

"If you plan on hunkering down at home, today is the day to get supplies. I strongly encourage people not to wait," added Jindal, who stayed away from the weather-delayed Republican National Convention in Tampa, Florida.

Those heeding the call included Tammy Edmondson, who looked anxious as she picked through the grocery shelves at a Target store with her daughter.

Edmondson said she left town ahead of Katrina and that it was a month before she could go home.

"We had a lot of damage -- we're still fixing some of it," she told AFP.

"That's why I'm starting to panic."

FEMA activated its National Response Coordination Center and deployed disaster response teams to Gulf states while Mississippi and Louisiana activated thousands of National Guard troops.

Isaac brought rain and choppy seas to the US coast after battering impoverished Haiti -- where 19 people died -- and Cuba over the weekend.

Man killed by bear in Alaska was a San Diego photographer

A man killed by a grizzly bear in Alaska's Denali National Park last week was identified Sunday as a 49-year-old San Diego photographer, who had been taking pictures of the animal for at least seven to eight minutes before the attack, park officials said.

Richard White, was between 50 and 100 yards away from the bear that ultimately mauled him Friday, according to images found on his camera, park spokeswoman Maureen McLaughlin said. He is the first person to die in a bear attack in the history of the park, which covers 4.7 million acres.

Hikers are typically advised to stay at least 300 yards away from a bear, McLaughlin said.

The bear, which weighed an estimated 600 pounds, was shot and killed by a state trooper as he was defending the spot where White's remains were found.

The incident began Friday afternoon when three hikers found a camera, a backpack and evidence of a violent struggle, including torn clothing and blood, along the Toklat River. They reported what they found to park rangers, who sent a helicopter and a fixed-wing aircraft to search for White, officials said.

Rangers in the helicopter determined that the bear had dragged White's remains from a flat expanse along the river to a more secluded brushy area 150 yards away, where it stored its food.

Investigators determined the bear had killed White after reviewing the bear's stomach contents, the images on the camera and other evidence, officials said. The pictures showed the bear foraging in the brush along the Toklat River, McLaughlin said.

"For a good [part] of that time, the bear was unaware that anyone was there," McLaughlin said. "There were no dramatic signs of aggression."

Bear attacks have resulted in minor injuries in recent years, McLaughlin said. But several decades have passed since someone in the park was severely mauled, she said.

White had been backpacking in a backcountry section of the park for three nights when he was killed. Park officials imposed an emergency closure prohibiting all hiking and camping in that portion of the park and others nearby until further notice.

Although no other park visitors were seen near the site of the bear attack, park employees contacted three backpackers in adjacent areas Saturday and flew them by helicopter to the Toklat River Rest Area.

Updated at 6:54 p.m. ET: WASHINGTON - The U.S. military on Monday dealt out punishment to six Army soldiers for burning Qurans at Bagram Air Base that ignited deadly protest in Afghanistan, and to three Marines for their roles in urinating on Taliban corpses.

The Army handed out administrative discipline to four officers and two non-commissioned officers for the Quran burning but?found no ill intent on the part of the soldiers so none will face criminal charges. ?

The administrative punishment, however, will likely result in the end of their military careers.

The investigation against one sailor was dropped when it was determined he was simply ordered to drive the truck with the material to the burn site at the base.

The burning of the Muslim holy books in February sparked weeks of protests that led to 30 Afghan deaths. U.S. officials said at the time the books were mistakenly sent along with garbage for disposal after detainees had written messages in them.

The investigation found up to 100 Qurans and other religious materials were burned in the incinerator at Bagram Air Field on Feb. 20.?

An Army report released on the incident Monday shed new light on what happened that day.

Report: 5 soldiers involved in Quran burning

Members of the Military Police and Theater Intelligence Team had discovered that Bagram detainees were using library books to pass notes and messages. One?interpreter determined that 60 percent to 75 percent of the books contained extremist content. So, soldiers were ordered to remove the books as contraband. In all, about 2,000 books, including Qurans and other religious material, were set to be destroyed.?

An Afghan National Army soldier and and interpreter warned the troops not to dispose of the religious texts, but soldiers took some 100 books to the burn pit anyway.

A local man who worked at the burn pit discovered the Qurans and other texts were burning. He grabbed a front-end loader and doused the entire burn pit to extinguish the flames.

An?angry crowd of Afghans gathered around the U.S. service members who drove the truck to the burn pit and were burning the material. The U.S. soldiers all fled.

"I absolutely reject any suggestion that those involved acted with any malicious intent to disrespect the Quran or defame the faith of Islam," an investigator wrote. "Ultimately, this was a tragic incident (that) resulted from a lack of cross-talk between leaders and commanders, a lack of senior involvement in giving clear guidance in a complex operation? and??distrust among our service members and our partners.? ?

In the other case, a statement from the Marine Corps said the three Marines received the punishment for "violations of the Uniform Code of Military Justice for their role in the desecration and filming of deceased Taliban that became public in January 2012."

As part of a plea deal, three Marines pleaded guilty and will receive a permanent mark on their records that will impact any future promotions and re-enlistments.

Six more Marines are still awaiting their punishments in the urination incident, which was recorded on video. It was announced, however, that two officers will be charged with creating a command climate that led to acts of bad behavior, the Marine Corps said.?It was unclear what disciplinary action the four other non-commissioned officers will face.

The three Marines were all members of the Third Battalion, Second Marine Regiment or in units that were attached to the "3/2" during their deployment. Their names were not released.?

One non-commissioned officer pleaded guilty to having violated a general order by?wrongfully posing for an unofficial photograph with human casualties and urinating on the body of a deceased Taliban soldier, which conduct was prejudicial to good order and discipline.

Another non-commissioned officer pleaded guilty to?wrongfully posing for an unofficial photograph with human casualties and?wrongfully video recording the incident.?

A staff non-commissioned officer pleaded guilty to?failing to report the mistreatment of human casualties by other Marines and?making a false official statement to a Naval Criminal Investigative Service investigator about the his knowledge of the video.

The incident took place during a counter-insurgency operation near Sandala, Musa Qala District in Helmand Province, Afghanistan around July 27, 2011.?

According to The Wall Street Journal, officials in Afghanistan were bracing for public demonstrations over what might be viewed as lenient punishment of the troops.
